Responding to Crisis: Virtual Schooling in Oregon during the COVID-19 Pandemic

This study examines whether the COVID-19 pandemic shaped virtual schooling at both the state and local levels in Oregon, and whether the changes made are likely to last or improve equity. Drawing on interviews, policy analysis, and observations from 2019 to 2022, it explores how state policies and local organizational practices responded to the crisis and what those changes mean for the future of virtual schooling.
